BRUSSELS—Secretary of State John Kerry said the U.S. would continue to seek peaceful solutions to the conflict in Syria after shutting down talks with Russia, which he criticized for prolonging the conflict in Syria with its support for the Assad regime.
In his first public comments on the U.S. decision to end the diplomatic effort with Moscow, Mr. Kerry didn’t indicate how the move would alter Washington’s policy and made no mention of the potential military options that the Obama administration must now weigh.
“I want to be very, very clear to everybody: we are not giving up on the Syrian people, we are not abandoning the pursuit of peace.” Mr. Kerry said during a speech on U.S. policy in Europe. “We will continue, as we have before, to pursue a meaningful, sustainable, enforceable cessation of hostilities throughout the country—and that includes the grounding of Syrian and Russian combat aircraft in designated areas.”
Mr. Kerry said the U.S. was pursuing continued efforts through the International Syria Support Group, which includes Russia, as well as the United Nations, and that the U.S. and Russia would continue a military channel to avoid conflicts in the areas where they are operating in the military campaign against Islamic State in Syria.
“Russia knows exactly what it needs to do to get that cessation implemented in a fair and reasonable way,” Mr. Kerry said, and urged Russia and the Assad regime to grant humanitarian access.
The U.S. chief diplomat faulted Russia for prolonging the Syria conflict by tying its interests to those of Syrian President Bashar al-Assad.
“My government is absolutely convinced that we are in pursuit of the correct goals in Syria, but we acknowledge in sorrow, and I have to tell you with a great sense of outrage, that Russia has turned a blind eye to Assad’s deplorable use of…chlorine gas, barrel bombs against his people,” Mr. Kerry said.
He added: “Together, the Syrian regime and Russia have rejected diplomacy and chosen instead to continue their pursuit of a military victory over the broken bodies, bombed-out hospitals, and traumatized children of a long-suffering land.”
Monday’s decision ended the immediate prospects for a truce and threatened to send the war, now into its sixth year, with an estimated death toll of more than 400,000, in a perilous new direction, with hopes for a political settlement more distant.
“People who are serious about making peace behave differently than the way that Russia has chosen to behave,” Mr. Kerry said on Tuesday.
Kremlin spokesman Dmitry Peskov said Tuesday Moscow remained interested in improving relations with Washington, despite the discord over Syria, the news agency Interfax reported.
“Contact is continuing and will continue, because it is necessary in order to avoid dangerous incidents,” he said, according to Interfax. “Overall, the potential for hostile, unconstructive steps toward Russia unfortunately has a tendency to rise, and we have said more than once and continue to say that this unfortunately does not facilitate the normalization of bilateral relations.”
The end of the talks also put the onus on the Obama administration to consider other options for Syria, including the provision of more powerful weaponry from the U.S. and other allies for the rebels fighting Mr. Assad’s government.
The Wall Street Journal reported last week that the Obama administration has revived an internal discussion over giving U.S.-vetted Syrian rebels new weapons systems to help them fend off Syrian and Russian artillery and air power.
Under another option, Washington could give a green light to partners in the region, including Turkey and Saudi Arabia, to provide the rebels with more weapons unilaterally.
U.S. intelligence officials and their counterparts in the region have been holding secret talks about these and other so-called Plan B options, officials in the region said Monday.
In Strasbourg, France, U.N. Secretary-General Ban Ki-moon said he would be meeting with Mr. Kerry and Russian officials on the sidelines of this week’s Afghanistan donor conference in Brussels for discussions on Syria.
“I strongly urge to resume negotiations so that there is a cessation of hostilities” and lifesaving humanitarian aid can be delivered, Mr. Ban said at a news conference.
