Russian defence minister Sergei Shoigu has inspected military bases in Crimea today, the most senior Russian official to visit the region since it was annexed by Moscow, Reuters reports:
Shoigu, one of President Vladimir Putin's longest serving ministers and closest allies, was shown by Russian television station NTV meeting with Ukrainian officers who defected to the side of pro-Russian local authorities.
"The most important thing is that there not be any interim period when there is an absence of authority so that military hardware does not fall into the wrong hands," Shoigu told military commanders.

Many questions remain in Ukraine's military retreat from Russian-claimed Crimea

The disconnect between Kyiv and Ukrainian military forces on the ground in Crimea was highlighted today with two telephone conversations broadcast in the Ukrainian Crisis Media Center in Kyiv's Ukraina Hotel.
While Ukraine’s interim President Oleksandr Turchynov and the Defense Ministry said that orders have been given to evacuate some 25,000 military personnel from Crimea, it still remains unclear where they will be deployed on the mainland and where their families will be moved.
The fate of several high-level military commanders detained by Russian forces and whether soldiers will be able to honorably surrender by carrying firearms also remains an unanswered question.
Vladyslav Seleznyov, Ministry of Defense press secretary in Crimea, said by telephone that he is not authorized to give an account of how many military personnel were stationed in Crimea before the Russian invasion that started on Feb. 26-27 and how many would be re-deployed to the mainland.
Speaking of last night’s raid on a Ukrainian marine base near Feodosia, Seleznyov said that all of the estimated 150 Ukrainian troops received “some kind of injury,” including base commander, identified as Lieutenant-Colonel Dmitry Delytysky, who was the most seriously injured “with rib injuries” and Major Rostyslav Lomtiev.
Some 56 marines based in Kerch, the only other marine base in Ukraine, were already overrun by Russians on March 23. They said that they are ready to continue serving their nation on the mainland, but haven’t received orders to leave, according to base deputy commander Oleksiy Nikoforov. Two dozen additional marines, according to Nikofov say, they want to quite the Ukrainian military and continue service in the Russian armed forces.
According to an unnamed Ukrainian marine that the Crisis Media Center connected by phone to the press center, invading Russian forces flew Delytsky by helicopter from the Feodosiya base to an unknown location. Lomtiev is also in Russian custody. Speaking on condition of anonymity, the marine said that a “portion” of the 150 Ukrainian Marines remained on the base to conduct “land amelioration” and were presumably on the side of the Russians. An unnamed number of marines left the Feodosia base.
In a conflicting report, Seleznyov said that the Feodosia marines have refused to leave the base until their two commandeers are returned. He said evacuation of the Feodosia military base would commence at 3 p.m.
Also detained are deputy head of Ukraine’s military and navy, Ihor Voronchenko, and his subordinate Colonel Yuliy Mamchur. Voronchenko has been missing since March 23, presumably captured by Russians. Mamchur was earlier taken by Russian forces earlier and is currently being held in Sevastopol. He commanded the Ukrainian air force base in Belbek.
In the beginning of March, the newly appointed head of Ukraine’s navy swore allegiance to the Crimea region in the presence of its unrecognized pro-Russian leader. Then-Rear Admiral Denys Berezovsky said: "I swear allegiance to the residents of the Autonomous Republic of Crimea.” He is now the deputy head of Russia’s Black Sea Fleet,
Volodymyr Voloshyn, president of the Union of Ukrainian Marines, told the Kyiv Post that “I don’t what his fate will be, but I doubt his further career will be successful” under the Russians.
Seleznyov said that Ukraine’s military in Crimea have orders to shoot.
He confirmed earlier media reports that Russians have positioned women and children in the front lines when storming Ukrainian bases in an unspecified number of cases.
Russia’s Defense Ministry has said that the tricolor flag of Russia has been hoisted at 190 Ukrainian military units and facilities in Crimea. A massive Russian military presence has been spotted along Ukraine’s eastern border with Russia.
“The force that is at the Ukrainian border now to the east is very, very sizeable and very, very ready,” U.S. Air Force General Philip Breedlove said, speaking at an event organized by the German Marshall Fund, a think tank.
He suggested Russia now had enough troops at the ready to push through eastern and southern Ukraine all the way to Moldova.

Former Norwegian prime minister tipped to take over as NATO leader

THE HAGUE (Reuters) - Former Norwegian Prime Minister Jens Stoltenberg has emerged as the favorite to take over the leadership of NATO later this year as the Western military alliance faces a challenge from a newly assertive Russia, diplomats said on Monday.

Several diplomats said Stoltenberg, who served for a total of nearly 10 years as Norway's prime minister before losing power in elections last September, has the backing of the United States, NATO's dominant power, and Germany. A number of other countries were also rallying around his candidacy.

"He's a pretty strong candidate," one NATO diplomat said.

Norwegian Prime Minister Erna Solberg said Norway had not officially put forward Stoltenberg as a candidate.

"We have seen that there (is) quite big speculation and a lot of countries would like him to stand as a candidate. But this is a consensus process," she told a news conference during a nuclear security summit in The Hague.

"Knowing NATO you can never be sure until it is done," she said.

The Norwegian daily Aftenposten reported on Monday that British Prime Minister David Cameron and French President Francois Hollande have agreed to back the 55-year-old Stoltenberg.

It said Stoltenberg's appointment could be announced as early as Monday when Obama is due to meet other leaders of the Group of Seven industrial democracies in The Hague. Obama will hold talks with current NATO Secretary-General Anders Fogh Rasmussen in Brussels on Wednesday.

However, the NATO diplomat said he did not think the announcement will be made yet as Rasmussen still has six months left in the post.

Rasmussen, a former Danish prime minister who took office in 2009, is due to step down at the end of September after a September 4-5 NATO summit in Wales which will mark almost the end of NATO's combat mission in Afghanistan.

An aide to Hollande said discussions were under way this week on candidates for the NATO post and NATO foreign ministers would also discuss it when they meet in Brussels next week.

RUSSIAN CHALLENGE

If he gets the job, Stoltenberg will face a new challenge from a Russia which is flexing its military muscles. Russia's occupation of Ukraine's Crimea has put a chill on attempts by NATO and Russia to work together.

Newer NATO members in eastern Europe, including the ex-Soviet republics in the Baltics, are looking for reassurance from NATO that they would be covered by NATO's article 5 mutual defense clause if they were attacked.

Obama said in an interview with Dutch daily De Volkskrant that his message to allies during his European trip this week would be to provide that reassurance.

"Let nobody question the U.S. support for the safety of Europe. As NATO allies we have a holy duty based on Article 5, to defend one another. That will never change," Obama said.

NATO's Supreme Allied Commander Europe, U.S. Air Force General Philip Breedlove, said on Sunday that the Russian tactic of calling snap military exercises to ready forces for possible cross-border incursions should lead NATO to rethink the positioning and readiness of its forces in eastern Europe.

Many European NATO allies have slashed military spending in response to the financial crisis, creating military gaps that have alarmed the Americans, and Stoltenberg will have to continue the drive by Rasmussen to persuade them to reverse the spending cuts, or at least halt the slide.

Stoltenberg is considered a skilful economic operator who got Norway through the global financial crisis relatively unharmed as the government used its massive stored oil wealth to boost spending, create demand and keep unemployment low.

Stoltenberg's governments backed NATO's military campaigns in Afghanistan and Libya. During his time as prime minister, the country also began to place orders for Joint Strike Fighter aicraft from U.S. manufacturer Lockheed Martin Corp to replace an ageing fleet of F-16s.

Traditionally, NATO's top military commander is an American and its political leader is a European. NATO diplomats said others in the running to succeed Rasmussen were former Italian Foreign Minister Franco Frattini, Polish Foreign Minister Radoslaw Sikorski and Belgian Defence Minister Pieter de Crem.

Профессор кафедры философии МГИМО Андрей Зубов уволен из института за критические высказывания о политике России в отношении Украины и Крыма. Об этом сообщается на сайте Московского государственного института международных отношений.
"Многочисленные высказывания и интервью Зубова А.Б. о происходящем в Украине и о внешней политике России вызывают возмущение и недоумение в университетской среде. Они идут вразрез с внешнеполитическим курсом России, подвергают безоглядной и безответственной критике действия государства, наносят вред учебно-образовательному и воспитательному процессу. Руководство МГИМО сочло невозможным продолжение работы Зубова А.Б. в институте и приняло решение о прекращении с ним трудового договора", - говорится в заявлении администрации МГИМО.
В ВУЗе также отметили, что предупреждения со стороны руководства о недопустимости критики позиции официальной Москвы высказывались Зубову не один раз, а в связи с активизацией его публичных выступлений по поводу событий в Украине и в Крыму, 5 марта ему было вручено официальное уведомление о недопустимости таких высказываний.
