UN general assembly: Obama makes final address as Syria ceasefire collapses - live updates

Today’s the second and final day of the refugee-focussed parts of the summit. After the disappointment of yesterday’s UN-led meeting, in which leaders agreed to a generic and non-binding statement on refugees that delayed collective action until 2018, around 45 countries are expected to make more concrete pledges on an individual basis at a US-led gathering today.
Negotiations are going down to the wire, and yesterday US officials wouldn’t tell me exactly what is expected from who but they did feel hopeful that they will more or less meet their target of a) increasing humanitarian aid by 30%, b) doubling resettlement places, and c) letting one million more refugees into the labour market, and another million refugee children into education.
We took a very broad interpretation. It didn’t have to be a formal UNHCR resettlement programme, it could be other legal pathways for admission – scholarships, work visas or humanitarian visas.
For me the much harder piece is follow-up. The countries that make commitments – do they mean it, and will they follow through? Usually an administration would spend the next year making sure these countries follow up – but the Obama administration is going to leave office at the end of January.
Russian and Syrian air forces were not involved in air strikes on a humanitarian aid convoy near Aleppo in Syria on Monday, Russia’s defence ministry said on Tuesday.
In comments read on Russian state-run Rossiya 24 television channel, spokesman Igor Konashenkov said:

В предыдущей статье речь шла о трудностях, связанных с автоматическим сопротивлением болезненно самовлюбленных субъектов, будь то личность, группа, социум. В таких ситуациях установление контакта с «пациентом», индивидуальным или коллективным, требует специальных усилий. Необходимо начальное согласие, способное обеспечить прогресс анализа и самоанализа. А это примерно как убедить истероидного патриота в том, что его песнь о Родине взывает к помощи психоаналитика минимум. Роль холодного душа в таких случаях может сыграть впечатляющая, но вытесненная, забытая история расстройства – воспоминание о том, что идея собственного превосходства, грандиозности и всемогущества возникла в столь острой форме стремительно и недавно. В случаях ураганного роста самомнения клиенту иногда удается вспомнить себя другим – гораздо скромнее и самокритичнее. В нашей ситуации для такого опыта есть основания.

Очень быстро измененное сознание

Первый шаг к рефлексии – вышеописанная «игра в теорию» – отвлеченное, абстрактное знакомство с основными симптомами и деструктивными эффектами отклонений. Это не только интересно само по себе, но и полезно всякому думающему человеку в плане понимания себя, оценки собственных манер, коррекции стиля поведения и межличностных отношений. Такой диагностический аппарат в жизни всегда полезен под рукой: он помогает «следить за собой» не только в идиоматическом, но и в прямом смысле слова. Если бы в школе вместо светской этики и не светской мистики преподавали основы динамической психопатологии, люди и общество были бы спокойнее, а страна не так блистала бы неуемной гордыней с комплексами неполноценности и жертвы. Даже простое знание такого рода симптомов ставит фильтры и корректирует оптику обозрения себя любимого. Захватывающее занятие и полезный опыт – смотреть наш телевизор с учебником психиатрии перед глазами.
Дополнительный шанс вовлечь пациента в работу над собой дает совместная с ним фиксация сильных изменений в его сознании и психике (здесь понятие «измененное сознание» работает и в прямом смысле, и в параллели с клиникой, психоделиками, воздействием веществ). Для того чтобы клиент – индивид или коллективный субъект – набрался мужества всерьез заглянуть в себя в поисках «дна», нужен серьезный повод, а не просто приход самоназначенного психоаналитика, которого никто не звал и общение с которым приятного не сулит.
С политическим нарциссом диалог возможен в той мере, в какой пациент в политике не вполне представляет собой личностно нерушимый монолит и при достаточных усилиях может отделиться от увязшего в комплексах, но все еще боготворимого кумира, движения или режима, с которым он себя связывает и отождествляет.
Естественно, мешают инерции и коллективные защиты. В то же время в политике нарцисс не просто обожает себя, но обожает себя в образе лидера, движения, героической страны, особо выдающейся нации или расы. Даже минимальная дистанция позволяет занять несколько более критическую позицию, а затем выделить расстройство, отодвинуть его и исследовать симптомы уже не на себе, а в психической организации «идеала».
Поскольку истовая любовь при смене курса или режима может легко и быстро переходить в не менее страстную ненависть, всегда остается не совсем призрачная надежда сформировать в пациенте хоть какой-то зазор для критической оценки нарциссической связи. Чаще это удается, когда объект обожания оказывается не только трагичен, но и смешон; с нарциссами такое бывает, не минует чаша сия и это величие.
Таким образом, поводом для самоанализа становится резкий перелом в сознании клиента, который он может отследить и не может отрицать. Если человек себя сегодняшнего воспринимает как безупречную норму (обычная для нарцисса ситуация), встряхивающим событием может стать обнаружение, что совсем недавно он как норму воспринимал в себе другое, если не прямо противоположное. Проще говоря, при обвальных изменениях сознания и психики пациент может признать себя здоровым сегодня, только если признает, что был не вполне нормален вчера.

Ещё один великий перелом

В ситуации с нашим режимом такое вытесненное «вчера» – рубеж 2010-2011 годов. Чтобы оценить весь драматизм слома психики, который идеология и сознание власти и общества пережили у нас за последнее время, достаточно вспомнить, с каким коллективным субъектом мы имели дело всего несколько лет назад – до обратной рокировки во власти и разворота публичной идеологии от модернизации к традиции, от прагматизма к скрепам, от интеграции в мир к резкому обособлению себя в нем.
Если уподобить социум личности и признать за ним право на характер, придется согласиться, что в нашем случае это был субъект:
— в целом почти рациональный, способный воспринимать доводы и хоть как-то просчитывать последствия своих действий, ближайшие и отдаленные;
— сравнительно уравновешенный и психически стабильный, не чуждый шизоидности, истероидности и экстатических порывов, но все же не до такой степени, как сейчас;
— в меру самокритичный, способный воспринимать неприятную информацию о положении дел, о своих качествах и ресурсах, более-менее адекватно оценивая собственное тревожное положение, свои качества и перспективы.
Последнее важно, поскольку указывает на вход в нарциссическую патологию.
Всего пять лет назад идеологический контент и дискурс власти были исполнены риторики «проблем» и «задач», суровой самокритики и трудной, хотя и яркой перспективы. Начав с необходимости преодоления технологического отставания, уже давно ставшего критичным, с опасной зависимости от экспорта сырья и импорта товаров и технологий, официальная самооценка на высшем уровне зафиксировала тупиковый характер сырьевой модели и необходимость радикальной смены вектора развития. Также были зафиксированы сложности и фатальный характер такого перехода: балласт «некомпетентной коррумпированной бюрократии» и угроза «самому существованию страны».
 Вот один из базовых фрагментов:
«Несмотря на отдельные успехи последних лет [...], нам пока не удалось уйти от инерционного энергосырьевого сценария [...]. И сейчас [...] мы пока лишь фрагментарно занимаемся модернизацией экономики. И это неизбежно ведет к росту зависимости России от импорта товаров и технологий, к закреплению за нами роли сырьевого придатка мировой экономики, а в дальнейшем может повлечь за собой отставание от ведущих экономик мира, вытеснение нашей страны из числа мировых лидеров. Следуя этому сценарию, мы [...] не сможем обеспечить ни безопасность страны, ни ее нормального развития, подвергнем угрозе само ее существование, говорю это без всякого преувеличения» (В. Путин, февраль 2008).
В сентябре 2009 года Д.Медведев в программной статье «Россия, вперёд!» удерживает ту же тональность: «Должны ли мы и дальше тащить в наше будущее примитивную сырьевую экономику, хроническую коррупцию, застарелую привычку полагаться в решении проблем на государство [...]. Двадцать лет бурных преобразований так и не избавили нашу страну от унизительной сырьевой зависимости [...] Отечественный бизнес за малым исключением не изобретает, не создает нужные людям вещи и технологии. Торгует тем, что сделано не им, – сырьем либо импортными товарами». И далее целый набор болезней: «неэффективная экономика», «полусоветская социальная сфера», «неокрепшая демократия», «вековая экономическая отсталость», «вековая коррупция», «патерналистские настроения», «безынициативность, дефицит новых идей, нерешенные вопросы, низкое качество общественной дискуссии, в том числе, и критических выступлений».
В этих жестких, жестоких самооценках семилетней давности пока нет комплекса неполноценности: они даны на фоне недавних выдающихся свершений и демонстрации уверенности в будущем прогрессе. Здесь пока почти нет сочетания агрессии и виктимности, нападения и жертвы. В своих бедах виноваты мы сами, а уверенность в возможности их преодоления не выглядит гипертрофированной и крикливой.
Сейчас все эти сентенции выглядели бы отпетой крамолой в исполнении пятой колонны иностранных агентов. Вместе с тем по уму они и теперь воспринимаются как вполне здравые, тогда как нынешнее всероссийское самомнение выглядит на этом фоне, мягко говоря, не вполне адекватным и уже явно запущенным.

Праздник, который всегда

Здесь важно даже не столько содержание самокритики, сколько сам факт ее наличия и тон самооценки. Если сравнить его с тональностью нынешней официальной риторики и массовых настроений, то коллективный субъект, которого мы потеряли по историческим меркам буквально вчера, окажется образцом адекватности, рацио и вменяемости, способности оценивать себя и ситуацию, не поддаваясь воздействию травм и комплексов, соблазнам «психического убежища». Нарцисс здесь формировался давно, но именно формировался, не господствовал.
Теперь в официальном дискурсе и массовом самомнении следы рефлексии и самокритики стремительно исчезают, зато в изобилии видны признаки неадекватно завышенной самооценки с типичными элементами патологической влюбленности в собственное изображение.
 Это проявляется не только в риторике официальных текстов, но и в общей эстетике и эмоциональном настроении искусственно формируемого событийного ряда, которым режим оформляет свой «мгновенный автопортрет». Достаточно просканировать нынешнее телевидение (а именно оно во многом формирует сейчас образ происходящего в стране и мире), чтобы обнаружить ненормальное, нездоровое сгущение всякого рода празднеств – фестивалей и гала-концертов с фейерверками и салютами, спортивных состязаний и парадов, помпезных открытий объектов и презентаций мегапроектов неизменно исторического масштаба, разного рода приемов, награждений и всяких прочих торжеств и увеселений, не говоря уже о нагромождении архитектурно-декоративных излишеств в городе и на дачах. Не страна, а увеселительное заведение в бантах и рюшах.
 Проще всего отнести это на счет отвлекающих маневров, смягчающих впечатление от деградации экономики, политики, социальной сферы и культуры, от внешнеполитических провалов, скрываемых под баннером «Мы всех нагнули!». Однако есть в этом и скрытое стремление украсить собственный обожаемый, незабвенный образ всеми возможными красотами и элементами декора. Не случайно во всех этих «праздниках для народа» и «подарках населению» нет самоценности, в них неизменно торчит лик власти, вписывающей себя в картину зашкаливающего, бьющего через край благополучия в качестве главного и единственного источника счастья. В этом есть политтехнологический расчет, но и самоутешение с самоудовлетворением, психология техничного манипулятора, но и самовлюбленного нарцисса. Поскольку все в этой системе власти держится на рейтингах запредельной «легитимности», ей необходимо производить эффекты и вызывать любовь – но ей и безумно нравится всем этим заниматься. И даже если вдруг проблема пиара технически отпадёт, эта власть вряд ли слезет с экранов телевизоров и вряд ли уйдет из декоративно-оптимистической зоны новостных сообщений. Помимо внешней целесообразности в этом мелькании на экранах в атмосфере грандиозности и всемогущества есть и сильнейшая внутренняя потребность самоутверждения и изживания комплексов.
 Сейчас сентенции пятилетней давности от этого же официоза (причём от первых лиц) выглядят верхом злопыхательства и очернительства. Но можно поставить и обратный мысленный эксперимент: представить себе, как воспринималось бы нынешнее самолюбование режима из того времени, когда все процветало, а до модернизации экономики и общества дело не доходило, лишь поскольку силы тратились на стерилизацию нефтегазовых доходов. Очень похоже на обратно-пропорциональную зависимость. 
Чем лучше и стабильнее положение, тем рациональнее и самокритичнее позиция власти. И наоборот, чем хуже ситуация и мрачнее перспективы, тем громче туш и веселее жить, тем больше потребность режима в культе собственного отражения, в требовании всеобщего обожания или хотя бы внимания.
Можно провалить все, но нельзя выпасть из информационной повестки. Политика, особенно внешняя, вершится, глядя в мониторы с собственным любимым имиджем.
Можно было бы сразу диагностировать все это как сложившийся нарциссизм с эффектами деструктивной организации, однако прежде чем разбирать собственно патологию, необходимо понимать и держать в поле зрения примерные границы нормы, чему и будет посвящён последующий анализ проблемы.

The Rise and Fall of Russian Dushanbe

            Staunton, September 19 – Only a few thousand ethnic Russians remain in Dushanbe, even though only a few decades ago, they made up a third of the population of the Tajik capital and dominated its linguistic space, changes that have been so rapid and dramatic that many have been disoriented by them, according to Nigora Bukhari-zade.

            National censuses have tracked the declining share of ethnic Russians in all the former Soviet republics, the result of the departure of many and differences in birthrates between them and the titular nationalities. But it is at the micro-level of individual cities and villages that this shift may be having the greatest impact on the populations involved.

            That makes Bukhari-zade’s article in on the Fergana news portal today so important because it tracks the rise of Dushanbe from a small kishlak numbering no more than a thousand people in the early 1920s to a city of more than a million today and the rise and fall of the Russian community within it (fergananews.com/articles/9099).

            The journalist spoke with Gafur Shermatov, a historian and activist, about the 20thcentury history of the city, the role Russians played in developing it, and the extent to which their role has now been forgotten along with the Russian language by many young Tajiks one meets there.

            Shermatov points out that Dushanbe celebrated its 90th anniversary as a city two years ago and that few know how small it was before that time. Indeed, the neighboring kishlaks were in every case larger, but Dushanbe attracted people because it had the largest bazar in eastern Bukhara.

            It was also the only place in emirate where the Bukharan Jews lived, a group that played a key role, Shermatov says, is providing food to the local population when the city was besieged by Enver Pasha’s forces in 1921. In the same year, Emir Alimkhan made Dushanbe his capital and in 1922, Enver Pasha declared it the capital of the khalifate he had proclaimed.

            With the arrival of the Red army, Russians began to arrive in large numbers, and they continued to use Dushanbe as a political center. In 1924, it became the capital of the Tajik ASSR and remained the capital of the Tajik SSR, although it was known as Stalinabad between 1929 and 1961.

            The next large influx of Russians came during World War II, when more than 100,000 of them were evacuated to the Tajik capital and when many wounded Red Army men were hospitalized there.  For both, the city was a paradise at that time, Shermatov says, because it was one of the few cities of the USSR where bread was freely sold.

            He adds that when he was growing up there were “hundreds” of war invalids, many of them ethnic Russians, on the streets of Dushanbe.

            All these groups of Russians played a key role in the development of the Tajaik capital, he says, but they have been largely forgotten. Tajiks today remember national heroes from distant centuries, but they forget those who played a major role in protecting them from Turkic domination and promoting modernization.

            One measure of just how large a role they did play, he cotninnued, is to be found in the central city cemetery.  There are more than 1.5 million Orthodox graves, a number “larger than the number of residents of the city today.”  Many Tajiks can’t believe that there were once that many Russians in their city.

            Shermatov says that he has mixed feelings about the changes in the city.  The new construction is fine, he continues, but the destruction of many of the Soviet-era monuments and buildings is disturbing, as is the fact that some many Russians are leaving and so few Tajiks know about the Russian role or even speak Russian.
